About the Author:
Herbert A. Schaffner is the director of communications, marketing, and publications for the John J. Heldrich Center for Workforce Development at the Edward J. Bloustein School of Planning and Public Policy at Rutgers University. Carl E. Van Horn is professor of public policy and the founding director of the Heldrich Center. He has been director of policy for the State of New Jersey and senior economist at the Joint Economic Committee of the U.S. Congress.
