This study by a political scientist traces the role of Congress in framing U.S. policy on international human rights from 1973 to 1984. Its strength is its uniquely thorough treatment of the political context rather than the already well-analyzed theoretical debates about congressional action. Forsythe examines the dynamics of congressional decision making, stages of activity, kinds of action, and congressional impact on executive action. He argues that Congress has played a central, largely positive role in shaping the issues and implementation of general and country-specific legislation. Good bibliography and appendixes.
