Section 9 of Article 19 of the Code of Public General Laws prescribes that there shall be submitted to your Honorable body a statement of the funds and the revenues of the State and of the public expenditures, and, in accordance with such require ment, I herewith submit my annual report for the fiscal year ended September 30, 1905.
